{"id":747,"date":"2011-08-22T20:30:25","date_gmt":"2011-08-23T01:30:25","guid":{"rendered":"https:\/\/iowappa.com\/?p=747"},"modified":"2011-08-22T20:30:25","modified_gmt":"2011-08-23T01:30:25","slug":"get-the-lead-out-or","status":"publish","type":"post","link":"https:\/\/iowappa.com\/?p=747","title":{"rendered":"Get the Lead Out or"},"content":{"rendered":"<h2><a href=\"https:\/\/iowappa.com\/?attachment_id=151\" rel=\"attachment wp-att-151\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-thumbnail wp-image-151\" title=\"webeagle\" src=\"https:\/\/iowappa.com\/wp-content\/uploads\/2010\/08\/webeagle1-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" srcset=\"https:\/\/iowappa.com\/wp-content\/uploads\/2010\/08\/webeagle1-150x150.jpg 150w, https:\/\/iowappa.com\/wp-content\/uploads\/2010\/08\/webeagle1.jpg 200w\" sizes=\"auto, (max-width: 150px) 100vw, 150px\" \/><\/a>A Tale of Two Bills<\/h2>\n<p><strong><\/strong>Once upon a time there was a hunter who wanted to bring young relatives raccoon hunting.\u00a0 So a law needed to be passed that allowed children to go raccoon hunting with their parents\u2019 permission.\u00a0 The Iowa Senate agreed that this would be a good law and passed a bill that would allow a resident under the age of sixteen to go raccoon hunting with any \u201ccompetent adult with the consent of the minor\u2019s parent or guardian, . . . so long as the minor is not hunting and does not carry or use a firearm or other weapon.\u201d<\/p>\n<p>The Senate passed this good law with unanimous support and sent the bill to the Iowa House for their blessing.\u00a0 All appeared to be honest and good at the Iowa Capitol.<\/p>\n<p>But, unknown to the trusting citizens of Iowa was a dark force at the Iowa Capitol determined to circumvent the system to pass a bill allowing hunters to shoot mourning doves with the dreaded lead shot\u2014a deadly poison to children and wildlife including the American symbol for freedom\u2014the Bald Eagle.\u00a0 Since the Iowa House ran into obstacles for passing the coveted dove hunting bill, an evil plot developed.\u00a0 The raccoon-hunting bill was amended by the Iowa House in a manner not often seen.<\/p>\n<p>By using a current law that allowed for the hunting, possession, disturbance, and killing of \u201cgray or fox squirrel, bobwhite quail, cottontail or jackrabbit, duck, snipe, pheasant, goose, woodcock, partridge, coot, rail, ruffed grouse, wild turkey, pigeons, or deer,\u201d the dark force added the words \u201cmourning dove\u201d to fit right in between \u201cpartridge\u201d and \u201ccoot\u201d.<\/p>\n<p>Wait a minute.\u00a0 What happened to the hunting of raccoons?\u00a0 A point of order was justifiably raised that the amendment was not germane (meaning pertinent, relevant, or related to the issue).\u00a0 So, the Iowa House voted to suspend the rule in order to pass the bill.\u00a0 The bill allowing a youngster to hunt raccoons with grandpa now morphed into a companion bill to <a href=\"http:\/\/coolice.legis.state.ia.us\/Cool-ICE\/default.asp?Category=billinfo&amp;Service=Billbook&amp;menu=false&amp;ga=84&amp;hbill=SF464\">SF 464<\/a>, \u201can act allowing the establishment of an open season for hunting mourning doves.\u201d<\/p>\n<p>Using this procedural maneuver, in which the dove hunting bill from the Senate wouldn\u2019t have to face the agony of going through another committee meeting in the House, the two companion bills become twins.\u00a0 This means that the Senate legislation allowing for the open season on mourning doves can be taken up for consideration right away because there is already a bill on the House Calendar that matches it exactly.\u00a0 Wow!\u00a0 What a neat trick.\u00a0 It\u2019s just like magic.\u00a0 You see, if the bill were to have gone through committee it may have come out with a provision that banned lead shot.\u00a0 The dark forces did not like that.\u00a0 Steel shot costs too much!<\/p>\n<p>An amendment was offered that would have prohibited lead shot, but it was shot down without a vote.\u00a0 The final vote was as follows:<\/p>\n<p><strong>The ayes were, 58: <\/strong><\/p>\n<p>Alons Anderson Arnold Baudler Byrnes Chambers Cohoon Cownie De Boef Deyoe Dolecheck Drake Forristall Fry Garrett Grassley Hagenow Hager Hall Helland Horbach Huseman Iverson Jorgensen Kaufmann Kearns Koester Lukan Lykam Massie McCarthy Miller, L.
